Honorable Council President Gloria,
I am writing to inform you of the activities of the Bankers Hill Neighborhood Parking Committee (BHNPC) since my last regular update on March 5, 2013.
Members of the BHNPC continued our outreach campaign to inform residents and business owners about the opportunity to contribute project ideas to be considered for inclusion in our FY 2014 budget. We also had a work station set up at the March 18 meeting of the Bankers Hill Residents Group complete with neighborhood maps, the copies of the current budget, and suggestion forms. The station was staffed by me and our operations manager. Several of our members were in the audience and ready to assist anyone who had any questions regarding the suggestion forms we distributed to attendees as they arrived at the meeting. This meeting took place atop the Inn at the Park in Bankers Hill. This was our second public meeting to seek FY 2014 budget ideas.
We gathered several more project ideas which our Operations Manager reviewed and compiled for later evaluation by the BHNPC. Again, several ideas dealing with First Avenue were forwarded to Beth Robrahn of Sandag to be included with other public comments regarding the Uptown bikeway review.
I repeat here the concerns that several people who live on or near First Avenue have that changes to Fourth, Fifth and Sixth Avenues are going to divert traffic to First Avenue. In addition, frustration has been expressed regarding the perceived indifference on the part of the City of San Diego to effecting improvements along First Avenue before or concurrently with any changes that might be made on the other avenues.
At the April 1, 2013 meeting of the BHNPC, the compiled list of proposed project ideas was reviewed and the subcommittee voted unanimously to forward them to the full board of the Uptown Community Parking District (UCPD) with the recommendation that they be included in the draft budget. At the April 8 meeting of the UCPD, the draft budget was approved and has been forwarded to the City of San Diego for review.
Also, during the April 1, 2013 meeting of the BHNPC, the subcommittee reviewed the concept of a neighborhood way finding system (MetroMinuto) along with an associated application, and voted unanimously to direct the operations manager to begin the process for seeking bids to design the project. Funds for a way finding system is included in our FY 2013 budget.
